Leadership in Real Time: Vered Belisha Leads the Service Operations at the Ministry of Foreign Affairs

A year has passed since Vered stepped into her role as IFM Manager at the Ministry of Foreign Affairs site. It has been an especially intense year, combining broad responsibility, the management of complex operational systems, and navigating organizational dynamics within a sensitive and unique environment. As part of her role, she leads a comprehensive integrated service operation that includes maintenance, logistics and building operations, while managing a large team that functions as one coordinated system. Within all this, she focuses on maximizing her team’s operational capabilities, achieving meaningful successes and creating professional distinction that brings pride to the organization she represents. In recent months, against the backdrop of an evolving security reality, the meaning of true leadership has become even clearer to her. Leadership, she explains, is not only about solving problems or managing tasks, but also about creating stability for others. As she puts it, “True leadership is not measured only by the ability to solve problems, but by the ability to create stability for others, to be the anchor when there is chaos and uncertainty all around.”

Operations at the Ministry of Foreign Affairs are anything but routine. The situation room is located in a separate building, requiring Vered to manage a full operation across two locations simultaneously. This means maintaining a broad operational overview, coordinating between multiple systems and making real time decisions, sometimes under pressure and uncertainty. “My role is to provide the client with a sense of calm,” she explains. “To deliver everything that is needed in real time while maintaining composure and focused assertiveness.” When decisions must be made under pressure, priorities must remain clear. According to Vered, decisions are based on updated data, a deep understanding of the client’s needs and accumulated professional experience, alongside teamwork and mutual trust built over time. Even when full certainty is not possible, the responsibility is to act thoughtfully and continue leading forward.

One moment from the recent period remains especially memorable for her. It was a moment when she saw the team operating in full synchronization and with deep commitment to their shared mission. For Vered, it was a powerful reminder of the human fabric behind the system. “When I saw the team working together with such dedication, it was a moment of both professional and personal pride.”
For her, integrated management goes far beyond coordinating departments. It is the ability to view the system as a complete whole where every decision affects multiple elements. Maintenance, logistics and cleaning teams do not operate as separate units but as parts of one system that requires continuous integration and cooperation. “Integrated management for me is the ability to connect small details to a broader strategic picture. When all sectors operate together, the entire system can function with precision and stability.”
The managerial value that guides her daily work is simple and clear. “Leading by example and taking responsibility. These are the values that drive the system in the most effective way.” At the same time, Vered emphasizes that systems do not operate on their own. People stand behind every system. Balancing operational precision with human sensitivity is, in her view, one of the most important challenges of leadership. “Operational excellence is achieved through respectful and attentive relationships, both with the team and with the client.”
This is also why she invests time in nurturing her team. Weekly meetings, personal conversations, celebrating birthdays and maintaining an open door policy are all integral parts of the work culture she leads. According to her, a sense of meaning and belonging is a key driver for maintaining high performance over time. “The client does not always see the complex operational work happening behind the scenes,” she adds. “The service may appear simple, but behind it stands a great deal of professionalism and genuine dedication.”

On International Women’s Day, Vered also reflects on the role of women in leadership positions. From her experience, women bring a unique combination of systemic thinking and emotional intelligence. The ability to truly listen while making decisions in complex situations allows leaders to create balanced and stable leadership even under pressure. At the beginning of her career there were moments when she felt the need to prove herself more. However, the way she chose to deal with this was not through declarations, but through consistent, thorough and quiet work over time. “Trust is built through consistency,” she says simply.
For young women entering complex leadership roles, she has a clear message. “Dare to believe in your abilities, even when others are still evaluating you. Do not be afraid of responsibility and do not diminish yourself to fit the environment. True leadership conveys stability, clarity and the ability to lead even when things are difficult.”
Looking back, Vered says that if she could speak to herself ten years ago she would offer one central piece of advice. “Believe in your path even when it is not completely clear. Persistence and professional integrity will lead you to the right places.”
