Business Continuity Starts with Precise Management: How Ofer WEST Park Managed a Planned Power Shutdown

On August 4, 2026, the management of Ofer WEST Park and Electra FM teams faced one of the most complex operational challenges managed at the park in recent years, following infrastructure work carried out by the Israel Electric Corporation (IEC) to replace a switching room and key electrical infrastructure equipment.

The work required a planned power shutdown across the entire park for several hours, an event with the potential to significantly impact IT and communication systems, server rooms, control systems, operational processes, and the business activities of dozens of companies and organizations operating at the complex.
In response to this challenge, Ariel Properties, an Electra FM company that manages Ofer WEST Park, together with Electra FM’s Maintenance Division, developed a comprehensive Business Continuity Plan (BCP). The objective was to enable the park’s tenants to maintain their operations throughout the shutdown while minimizing disruption to their daily activities.

The entire operation was carried out in full coordination with Melisron, the owner of the park, and in collaboration with the Israel Electric Corporation, certified electrical inspectors, safety consultants, and additional professional teams.

Advance Planning to Ensure Business Continuity

The success of the operation was built on comprehensive preparations spanning several weeks. From the moment notification of the planned shutdown was received from the Israel Electric Corporation, the event was treated as a large-scale business continuity scenario, requiring a solution that would enable tenants to continue operating safely and with minimal disruption.

As part of the preparations, the park management and maintenance teams held a series of meetings with all Ofer WEST Park tenants to map each company’s specific needs, identify critical systems, assess potential risks, and develop a work plan that would allow operations to continue throughout the shutdown.

At the same time, comprehensive site surveys were conducted across the park’s critical systems, including uninterruptible power supply (UPS) systems, generators, server rooms, IT and communication systems, building management systems, elevators, and various safety systems.

Throughout the preparation period, regular status meetings and updates were held with Melisron, providing full visibility into the situation, the needs raised by tenants, the risks identified, and the solutions developed.

The mapping process and ongoing dialogue with the park’s tenants identified several unique requirements among different companies that called for solutions beyond the existing backup systems. As a result, dedicated solutions were developed to address each company’s specific needs. One of the key measures included renting a dedicated high-capacity generator, alongside complex electrical work and the installation of temporary infrastructure, enabling continuous power supply to critical systems throughout the shutdown.

Collaboration That Led to Success

One of the key factors behind the success of the operation was the close collaboration among all the professional teams involved.

The preparations were led by Haim Ben Ezri, Ofer Park Manager on behalf of Ariel Properties, who served as the Incident Commander and led the development of the business continuity plan, risk management, decision-making processes, and coordination among all parties involved.

Alongside him, Amit Shalom, the park’s Maintenance Manager on behalf of Electra FM, led the engineering and operational preparations, including mapping critical systems, evaluating backup solutions, preparing emergency infrastructure, and managing the maintenance teams throughout every stage of the operation.

As part of the preparations, a dedicated command structure and operations center were established to enable real-time control, monitoring, and continuous communication. Renana Iluz, the park’s Customer Relations and Administration Manager, served as the Operations Center Manager, coordinating information, activities, and communication among suppliers, work teams, and park tenants throughout the operation.
Working alongside her was Rony peled, the park’s Lounge and Experience Manager, who served as the Customer Relations Officer and led communications with the companies and businesses operating at the complex. In this role, she provided ongoing updates, managed tenant communications, and ensured a fast and accurate response to every need or challenge that arose during the shutdown.

Ariel Properties led the overall management of the event and coordination with the park’s tenants; Electra FM’s Maintenance Division was responsible for the professional and operational aspects; Electra Security managed security, access control, and safety at the work sites; and Tavas provided cleaning services and operational support throughout the event.

At the same time, the Israel Electric Corporation carried out the replacement of the switching room and infrastructure equipment that required the shutdown. Throughout the work, continuous coordination was maintained with the Israel Electric Corporation, certified electrical inspectors, and safety consultants to ensure that all systems were safely restored to full operation.

An Operation Completed Successfully

The work began in the early morning hours of August 4, in accordance with a detailed work plan prepared in advance.

The operations center established for the event consolidated real-time information from the field, the activities of the professional teams, communications with park tenants, and progress updates on the work. The predefined allocation of responsibilities enabled effective situational control and real-time decision-making.

During the day, the power shutdown was carried out according to the Israel Electric Corporation’s work plan. Backup solutions were activated as planned, safety and operational checks were performed, inspection rounds were conducted throughout the park’s buildings, and immediate responses were provided to operational needs raised by tenants, including companies with specific requirements and restaurants requiring dedicated preparations.

Thanks to the advance planning, precise management, and collaboration among all parties involved, the work was completed according to the predetermined schedule. Once the regular power supply was restored, all park systems returned to full operation, with no safety incidents and no significant disruption to the business activities of the companies operating at the complex.

When an Infrastructure Challenge Becomes an Opportunity to Demonstrate Capabilities

The operation demonstrates Electra FM’s ability to manage a complex infrastructure event beyond its direct control. The challenge facing the park management was not the execution of the electrical work itself, but rather ensuring that the dozens of companies operating at the complex could continue their activities as effectively as possible throughout the shutdown.

Through advance planning, a dedicated command structure, BCP methodology, tailored backup solutions, and close collaboration among all parties involved, the park team transformed an event with the potential for significant disruption into an operational success story.
